It could be, and it’s even more likely now that NVME SSDs are more common and the HDD might be someone’s only connected SATA device.
But better advice overall would be to use some GUI application for writing disk images. I know what I’m doing and even I don’t trust myself to not have a brainfart when imaging a disk by its device path.
